Horace Henry Foxall was born on December 8, 1918 in Dallas, Texas. He studied art at the Kansas City Art Institute, the University of Kansas City, Wiley College, North Texas State College and the Dallas Museum of Fine Art School. Foxall graduated from the Kansas City Art Institute in 1952 with a bachelor's of fine arts in sculpture. He also studied art with Raoul Josset, Jose Martin and Octavio Medellin.
Foxall served in the U.S. Army during World War II, beginning in 1942. He also taught art in the public schools in Dallas, Texas. At the George Washington Carver School in Dallas, he taught sculpture and arts and crafts. Horace Foxall died on December 11, 2004.
