J. Francis Westhoff was born on October 15, 1907, in Glasgow, Missouri. He graduated from the University of Missouri in the late 1920s, where he studied art.
J. Francies owned a photography studio in Columbia, Missouri, the J. Francis Westhoff Studio, during the 1940s to 1970. During his career, he was very active in the Missouri Photographers Association. In 1940 and 1941, he served as treasurer, and as secretary in 1942. He was also active in civic organizations such as the Kiwanis Club and the Knights of Columbus. He earned a Master of Photography rating and published articles about photography. In his work, he made portraits of individuals and also photographed horses.
J. Francis Westhoff died on October 7, 1970, in Needles, California.
